When water is spreading in Oxford

Oxford lies roughly 10 miles east-northeast of downtown Southbridge, with about 13,347 residents across 26.6 square miles. Dispatch runs 24/7 around the clock. Call, describe the room, and the person answering explains what to shut off while a crew is arranged.

The first 24 to 72 hours decide how much wet material can be saved. Water mitigation means moisture mapping, extraction and drying with air movers and dehumidifiers before damage spreads. Rebuilding comes after, and water damage repair replaces drywall, flooring and paint once the readings are normal.

The French River floodplain and two dams

The French River runs through Oxford and much of the town lies in its floodplain. Hodges Village Dam, a U.S. Army Corps of Engineers flood-control dam, was completed in 1959 on the French River in town. Buffumville Dam in Charlton sits about a quarter mile upgradient of a populated section of Oxford, according to the CMRPC plan.

The plan lists 36 parcels in the 100-year flood zone, 34 with structures worth about $14.1 million, and the Nelson Street Well Station inside that zone. It notes flooding along the river and its tributaries plus isolated drainage and culvert problems, and finds Routes 12 and 20 near flood-prone areas. It lists no repetitive-loss structures.

Standard homeowners policies usually exclude flood, so check the FEMA flood map and ask your insurer about a separate policy. A river that floods is also one that leaves Category 3 water behind.

Storm years in the regional record

The plan lists regional storms that affected the area. These are the ones that tend to come up when neighbors compare notes.

  • 1938 and Carol 1954: The oldest entries, a reminder that older basements may have been wet before you owned them.
  • Donna 1960 and Bob 1991: Two more regional storms, so a sump pump and floor drain deserve a test each season.
  • Floyd 1999: Another regional storm on the list, so keep gutters and downspouts clear of debris.
  • Irene 2011 and Sandy 2012: The most recent entries, within the memory of many current owners.
  • Planning point: A storm-year list is a reason to document your basement now with photos and a home inventory.

Before we arrive

Four steps for an Oxford home, whatever the source of the water.

Shut the supply

Close the main valve. On a private well, switch off the pump breaker too, or it keeps feeding the leak.

Power

Turn off wet circuits only if the panel is dry and reachable. If water is near the panel, call the utility or 911.

Lift and photograph

Photograph the water height first. Then raise papers, electronics and keepsakes, keeping damaged and undamaged items apart.

Keep clear

Keep people and pets away from river water, which carries contaminants, and from sagging ceilings.

Water supply, housing and the road grid

In the plan, roughly 45 percent of residents are served by Aquarion, a private water company. A few are in Cherry Valley and the Rochdale Water District, and most others use private wells. The plan is dated, so ask your water provider about your own connection. About 69.7 percent of occupied units, roughly 5,170, were built in 1979 or earlier, so older materials are common.

I-395 has exits at Depot Road, Sutton Avenue and Cudworth Road, and Routes 12 and 20 cross town. Building and Electrical Inspections are at Town Hall for rebuild questions, and Clara Barton's birthplace, a National Historic Site, is a handy landmark.

ZIP 01540 covers Oxford Center and the Route 12 and 20 corridors, where water mitigation is the usual first call. ZIP 01537 covers North Oxford, where water damage repair follows drying. Neighbors in Webster and Charlton are served from the same line.

Oxford water damage questions

Yes. Oxford has two ZIP codes, 01540 for Oxford Center and 01537 for North Oxford. Both are served from the same 24/7 line, along with the village of Rochdale.

Yes, at any hour. Say where the water is and how deep. No arrival time is promised, and same-day response is offered when available.

Dams control flow, but a heavy storm can still raise groundwater and tributaries. Hodges Village Dam and Buffumville Dam both play a flood-control role. A hazard rating describes consequences, not likelihood, so check the flood map instead of guessing.

Treat it as unsafe until tested. Ask the Board of Health or the water provider about testing, and keep pump power off until an electrician checks the system.

Mitigation is the first 24 to 72 hours of extraction and drying. Repair is the rebuild afterward. Doing them in that order protects the structure and the claim.
